| ABOUT THE PROGRAM
Stability Before Crisis.
Operation RESILIENCE is TCNU Inc.'s flagship veteran suicide prevention and community stabilization program, designed to reach the most underserved veterans in San Diego County - those who are not enrolled in VA healthcare and are not being reached by existing programs.
With 240,000 veterans in San Diego County (the 2nd largest veteran population in California), and 61% not receiving VA care, thousands remain invisible to the systems designed to help them. Operation RESILIENCE bridges that gap through proactive, community-based outreach.
The program is being developed as part of the VA's SSG Fox Suicide Prevention Grant Program (SPGP) for FY27. which provides funding to community organizations delivering non-clinical suicide prevention services to veterans and their families.
Proactive Outreach
Identify and engage at-risk veterans at VSO posts, shelters, courts, workforce centers, and community events across four priority zones in San Diego County.
Suicide Risk Screening
Administer the C-SSRS at intake and exit, using VA-provided tools to measure pre/post risk reduction.
Holistic Stabilization
Address root causes of veteran suicide through peer support, case management, employment services, benefits navigation, and emergency financial assistance.
All service are non-clinical and allowable under 38 CFR Part 78. The program addresses both eligibility categories: military service status and suicide risk factors.
